The Dayton Administration is seeking input from the public on the current state of Minnesota's environment, as well as how citizens would like to see environmental policy develop and change.  The Governor's Cabinet is hosting six interactive Citizen Forums held in each region of the state to present Minnesota's Environmental Report Card findings, gather public feedback, and engage in meaningful local conversations about regional economic and environmental issues.

All of the input gathered at the Forums will be compiled and presented to the Dayton Administration at the statewide Environmental Congress in March of 2013.  Citizen input will be used to inform the Administration’s vision and to help set their top priorities in an environment and energy blueprint for Minnesota.  Read Governor Dayton’s Executive Order 11-32 to learn more about the origins of the Environmental Congress.  The statewide Environmental Congress will feature State leaders meeting in a one-day summit to review report card findings, discuss public feedback received at citizen forums, and begin planning a blueprint for Minnesota’s environmental future

Citizen Forum Structure:

(30 minutes)
The first half hour will be an open house, an informal time for you to visit Listening Stations around the room, interact with state agency Commissioners and staff, and learn more about Minnesota’s Environment & Energy Report Card.  Everyone can post their answers to key questions and submit more in-depth ideas on postcards.

(approx. 45 minutes)
The group meeting will then convene.  There will be a brief presentation by state agency Commissioners—highlights of the Minnesota Environment & Energy Report Card—then the audience will register their views on a series of follow up questions.

After that, you will join a small group of other people from your community, and a facilitator will guide the conversation to determine YOUR priorities and YOUR vision for the future, in the topic areas of air, water, land, energy, and climate.  The facilitator will keep a record of everyone’s comments.

Summary discussion and closing comments.

After the formal part of the meeting concludes, there will be another opportunity to visit the Listening Stations and chat with state leaders.

The Citizens Forum will continue with an online forum which will be open for follow up comments.
The Minnesota Environmental Congress is hosted by the Environmental Quality Board (EQB)

The Environmental Quality Board brings together the Governor’s Office (as chair), five citizens and the heads of nine state agencies that play a vital role in Minnesota’s environment and development. The board develops policy, creates long-range plans and reviews proposed projects that would significantly influence Minnesota’s environment.
